In accordance with Japanese law when the owner and/or user of a vehicle changes, the local authorities need to be notified. The same is also required if the owner or user changes their address too. Any changes will need to be noted on the vehicles registration document (Vehicle Road Worthiness Test Certificate). Again, to do this an application needs to be lodged with the local police station and the local Transport Department by the owner of the vehicle, or through a proxy.
NB: Please check the details on the Vehicle Road Worthiness Test Certificate before applying.
 
How long does this process take?
Making an application with the local police station takes three working days. A further day is then required to complete the process at the Transport Department.
What documentation do I need?
Firstly, check you have the following. Under Japanese law both documents should be kept in the vehicle log book inside the car. The Japanese name for each is in parenthesis.
1. Vehicle Road Worthiness Test Certificate (車検書 / sha-ken-sho)
2. Compulsory Insurance Certificate* (自動車損害賠償責任保険証明書 / ji-dou-sha-son-gai-bai-shou-seki-nin-ho-ken-shou-mei-sho)
*Not required when the user doesn’t change
You will then need to obtain the following documentation from the relative parties:
1. Proof of Address - Registered copy of Alien Registration (記載事項証明書 / ki-sai-ji-kou-shou-mei-sho)
  This should include the previous address too if it’s noted on the Vehicle Road Worthiness Test Certificate.
2. Parking Consent Certificate
If your vehicle is owned by a third party you will be required to submit all of the above; plus:
1. Vehicle Owner’s Power of Attorney (所有者の委任状 / sho-yuu-sha-no-i-nin-jou)
I don’t know where to get all of these documents. Can you help?
The ‘Parking Consent’ form can be obtained from the management company of your house/apartment. Lease Japan will supply a ‘Power of Attorney’ when required. All other documentation can be obtained from your local City/Ward office for a small fee.
NB: All Certification documents should have been obtained within the last 3 months to be valid.
I have all the necessary documentation, what is the next step?
After all documentation has been obtained, please contact Lease Japan for an estimate.
How much will this cost?
Our standard fee is set at JPY42,000 (tax included) per vehicle for this service. In addition there are actual costs involved during the registration process. These include but are not limited to: Parking Application fee; Registration fee and Acquisition Tax. (Where applicable)
NB: All actual costs will be paid by LeaseJapan at the time of application. After the registration has been completed, all original receipts will be forwarded to the customer along with an invoice for payment. All actual costs will be added to the fee charged by LeaseJapan for this service.

SECOND HAND
 
In correlation with Japanese law, no vehicle can drive on public roads without being registered with the local authorities. In order to do so, an application needs to be lodged with the local police station, and the local Transport Department by the owner of the vehicle, or through a proxy. LeaseJapan can, with your permission, lodge this application on your behalf for a small fee.
How long does this process take?
The process to register a vehicle changes case-by-case, but should take around 5 working days to do so after receiving all of the necessary documentation.
What documentation do I need?
Firstly, check you have the following. Under Japanese law, documents marked with an asterisk should be kept in the vehicle log book inside the car. The Japanese name for each is in parenthesis.
1. Vehicle Road Worthiness Test Certificate* (車検書 / sha-ken-sho)
2. Mandatory Vehicle Insurance Certificate* (自動車損害賠償責任保険証明書 / ji-dou-sha-son-gai-bai-shou-seki-nin-ho-ken-shou-mei-sho)
3. Vehicle Weight Tax Payment Certificate(重量税納付書 / jyuu-ryou-zei-nou-fu-sho)
If your purchased vehicle comes with no number plate (i.e no Road Worthiness Test) you will be required to submit the following in exchange for the above:
1. Certificate of Cancellation of Registration (抹消登録証明書 / mas-shou-tou-roku-shou-mei-sho)
You will then be required to obtain the following pieces of documentation from the necessary parties. Again, Japanese names are in parenthesis.
1. Proof of Address - Registered copy of Alien Registration (記載事項証明書 / ki-sai-ji-kou-shou-mei-sho)
2. 'Parking Consent Form' (保管場所使用承諾証明書 / ho-ken-ba-sho-shi-you-shou-daku-shou-mei-sho)
3. Seal Certification (印鑑証明書 / in-kan-shou-mei-sho)
4. Certificate of Transfer (譲渡証明書 / jou-to-shou-mei-sho)
If your vehicle has been imported into Japan you will be required to submit all of the above, plus:
1. Customs Clearance Certificate (自動車通関証明書 / ji-dou-sha-tsuu-kan-shou-mei-sho)
