Lease Japan is an official “Designated Store,” which means that we can sell cars and car parts without charging Sales Tax.

Who is eligible?

You must also possess an official “Menzei Card” (or Duty exemption card) to be eligible for this exemption.

What is required?

You must show your “Menzei Card” to a staff member of LeaseJapan when placing an order for a Car or Car part and must also provide LeaseJapan with the appropriate completed form. This form is called the “Certificate of Tax Exemption Purchase for Foreign Establishments.” For car purchases, you must be contracted to stay in Japan for a minimum of 24 months from the time the car is registered in your name. If both the Mezei Card and the appropriate form is lodged with Lease Japan, you will be exempt from paying Japanese sales tax.

Other Requirements:

You must be in Japan for a minimum of 24months. For car purchases, you must be going to stay in Japan for another 24months from the date that the car is registered in your name.

We ship to most countries where laws and regulations permit. We currently offer this shipping service in the Tokyo and Nagoya/Chubu areas. States have rules about what can and cannot be shipped, and often require tests before one is allowed into the country. Therefore we highly recommend that you contact the customs department in the destination country to get the most up to date information on import regulations for Japanese used cars.

Payment of Freight Costs will depend on the type of shipping:

  • FOB: Free On Board, this is the vehicle purchase price plus the cost of processing. Freight will be paid on delivery at the destination.
  • C&F;: Cost and Freight, which is the vehicle purchase price, the cost of processing, and the cost of freight.
  • CIF: Cost, Insurance, and Freight, which is the vehicle purchase price, the cost of processing, cost of insurance, and cost of freight.

Our Service includes:

  • Collecting the car from you (as long as it is in the Nagoya/Chubu/Mie or Tokyo area)
  • Delivering the car to the shipping company;
  • De-registering the car and obtaining the Export Certificate;
  • Lodging the Shipping Invoice and all necessary documents with the shipping company;
  • Sending the Customs Invoice, Bill of Lading, and all necessary documents to you by courier and informing you of the arrival date.

Used Car Registration

By Japanese law, local authorities need to be notified when the owner of a vehicle changes. The same is required if the owner or user changes their address too. The owner must note any changes on the vehicle’s registration document (Vehicle Road Worthiness Test Certificate).

First, an application for a parking permit needs to be lodged with the local police station, and then with the Transport Department by the owner of the vehicle, or through a proxy.

How long does this process take?

The issuance of the parking permit from the local police station takes about three working days. A further day is then required to complete the registration process at the Transport Department.

What documentation do I need?

The following documents are required, and under Japanese law, both documents should be kept in the vehicle logbook inside the car. The Japanese name for each is in parenthesis.

  1. Vehicle Road Worthiness Test Certificate (車検証 / sha-ken-sho)
  2. Compulsory Insurance Certificate (自動車損害賠償責任保険証明書 / ji-dou-sha-son-gai-bai-shou-seki-nin-ho-ken-shou-mei-sho)

You will also need to obtain the following documentation from the relative parties:

  1. Parking Consent Certificate (保管場所使用承諾証明書 / ho-kan-ba-sho-shi-you-shou-daku-shou-mei-sho)
  2. Seal Certificate (印鑑証明書 / in-kan-shou-mei-sho)
  3. New Vehicle Owner’s Power of Attorney (新しい所有者の委任状 / sho-yuu-sha-no-i-nin-jou)

If a third party owns your future vehicle, you will be required to submit all of the above; plus:

  1. Former Vehicle Owner’s Seal Certificate (印鑑証明書 / in-kan-shou-mei-sho)
  2. Former Vehicle Owner’s Power of Attorney (前所有者の委任状 / sho-yuu-sha-no-i-nin-jou)
  3. Certificate of Transfer (譲渡証明書 / jou-to-shou-mei-sho)

I don’t know where to get all of these documents. Can you help?

The new owner can obtain the ‘Parking Consent Certificate’ from the management company of their house/apartment. Lease Japan will supply templates of ‘Power of Attorney’ and ‘Certificate of Transfer’ if required. The new owner can obtain all other documentation from their local City/Ward office.

All certification documents should have been obtained within 3 months of registering the car to be valid.

How much will this cost?

Our standard fee is set at JPY100,000 before tax per vehicle for this service. In addition, there are actual costs involved during the registration process. These include but are not limited to the Parking Application fee, Registration fee, and Acquisition Tax. (Where applicable)

Lease Japan will pay all actual costs at the time of application, and will add all actual costs to the service fee charged by Lease Japan.
